On September 13, Minister Nguyễn Kim Sơn chaired a meeting of the Appraisal Council for the planning of the network of higher education and teacher training institutions for the period 2021-2023, with a vision towards 2050.
In his opening remarks, Minister Nguyễn Kim Sơn emphasized that the Education sector is currently working on two major plans: one for the network of higher education and teacher training institutions and another for the system of specialized schools. Both are critical plans with significant, profound, and comprehensive impacts that will reshape and guide the future development of higher education and specialized education systems.
Regarding the network plan for higher education and teacher training institutions for the 2021-2023 period, with a vision towards 2050, the Minister noted that the drafting committee had worked meticulously, scientifically, and cautiously, going through the required stages. Although this is not the first plan of its kind, at specific moments, the network plan serves as a foundation for the development of the higher education system, contributing to the goal of achieving regional educational advancement by 2030 and global advancement by 2045.
The Minister acknowledged the challenges in both drafting and appraising the plan, expressing his hope that the Appraisal Council members would provide objective assessments and share their views from different perspectives to refine the plan for submission to the Prime Minister as soon as possible.
He further noted that each plan has its unique characteristics. While educational planning often considers spatial arrangement and development indicators, education, given its specific nature, requires a broader approach. Especially in the context of digital transformation, many changes are taking place, and a flexible perspective that harmonizes various factors is necessary for effective planning.
The network plan for higher education and teacher training institutions for the 2021-2030 period, with a vision to 2050, was developed with a focus on aligning with the socio-economic development orientation of each economic region, addressing the needs of the labor market and learners. The aim is to develop educational institutions where there are job opportunities and in fields that offer abundant employment prospects. For major cities such as Hanoi and Ho Chi Minh City, the principle is to "expand and relocate" rather than just "relocate."
During the meeting, experts and scholars discussed various issues such as the scale, structure of education levels and training fields, public vs. private institutions, and the direction of doctoral training in connection with research-oriented universities and higher education centers.
Discussions also focused on specific goals concerning the structure and level of education, the proportion of STEM-related training programs, the number of higher education institutions and branches, the public/private ratio, and national/local university arrangements. Proposals were also made for the development of National Universities, Regional Universities, and more.
Deputy Minister Hoàng Minh Sơn, noting the input received, assured that the drafting committee would continue refining the plan. He stressed that this is a complex plan with wide-ranging impacts, and the process must meet both legal requirements and practical needs.
The Deputy Minister highlighted the importance of workforce forecasting in planning but acknowledged that significant shifts in socio-economic, scientific, and technological development make accurate predictions challenging. Therefore, only sectors with foreseeable trends should be forecasted to avoid counterproductive outcomes.
Additionally, the Deputy Minister shared insights on planning directions, such as the total training scale per 10,000 residents, and the development of the network of key national higher education institutions. This includes National Universities, Regional Universities, key teacher training institutions, major technical and technological institutions, and other national-level universities.
In concluding the meeting, Minister Nguyễn Kim Sơn acknowledged the diverse feedback provided to the drafting committee. However, there was consensus that the plan had been meticulously and scientifically developed, rooted in practical analysis and offering a comprehensive approach. Some feedback emphasized the need for breakthrough solutions to achieve the outlined objectives.
The Minister also underscored certain guiding principles in drafting the plan and expressed the hope that the challenges faced by the drafting team would be acknowledged. For unresolved issues, the Minister advised the drafting committee to continue incorporating feedback and providing explanations where necessary.
