On November 9th, General Secretary To Lam shared his thoughts during a discussion about the new Teacher Law, emphasizing, “We must ensure that educators welcome the Teacher Law with enthusiasm, as it truly honors and empowers them.” The Teacher Law is intended to address crucial areas that support and elevate the teaching profession, acknowledging the essential role of education in national development.
The Crucial Role of Teachers in Education and Training
In his address, General Secretary To Lam highlighted six specific aspects concerning the role of education and the importance of teachers in national progress. He underscored that educators play a central role in laying the foundation for high-quality education, particularly in the context of socio-economic growth.
The Relationship Between Teachers and Students
The General Secretary emphasized that the Teacher Law must address the fundamental relationship between teachers and students, noting that “Without students, there are no teachers.” The law must detail the right to education for all students, alongside the government’s responsibility to provide adequate teachers and schooling facilities, especially in underserved regions.
Teachers as Scholars and Their Role in Global Integration
The Teacher Law should also recognize teachers as scholars who are continually advancing their knowledge and skills. The General Secretary highlighted the need for teachers to adapt to global integration, requesting that the law include clear provisions for foreign teachers to foster an environment for learning that meets international standards.

As part of the national strategy for lifelong learning, the law should address flexible retirement policies for teachers to retain the expertise of senior educators, especially in unique environments such as mountainous regions or reform centers.
