GD&TĐ - The Ministry of Education and Training (MoET) has called for an active shift towards digital transformation in the management of diplomas and certificates, gradually moving towards the issuance and use of digital diplomas.
The guidelines for managing quality in the 2024-2025 academic year, issued by the MoET, require a proactive digital transformation in the management of diplomas and certificates. This includes continuing to build a database on diplomas and certificates to ensure transparency in information about the issuance of diplomas and certificates on the electronic information portal of the competent authority, as stipulated by the MoET.
Simultaneously, the Ministry emphasizes the need to update data about diplomas and certificates into the software managed and operated by the Center for Diploma Recognition under the Department of Quality Management. This update will facilitate the search and verification of diploma and certificate information for agencies, units, and the public, gradually progressing towards the issuance and use of digital diplomas.
The MoET also highlights the urgent implementation of comprehensive online public services for the recognition of diplomas issued by foreign educational institutions for use in Vietnam. This service will be conducted online as regulated by Circular No. 07/2024/TT-BGDĐT, dated May 2, 2024, which amends Article 7 and replaces Appendices II and III of Circular No. 13/2021/TT-BGDĐT, issued on April 15, 2021, by the Minister of MoET, regarding the conditions, procedures, and authority for recognizing diplomas issued by foreign educational institutions for use in Vietnam, effective from November 2, 2024.
In relation to the management of diplomas and certificates, the MoET requires a review and issuance of regulations concerning the management of diploma and certificate templates, as well as their issuance in accordance with local conditions and practical realities at the Departments of Education and Training. This is considered an important tool for managing, guiding, and inspecting to ensure that the issuance of diplomas and certificates complies with current regulations and meets the needs of learners and the public.
The Ministry also calls for a review, inspection, and reassessment of training programs, organization, and management of training courses, as well as the conditions to ensure quality for training, testing, and issuing various types of certificates within their authority and geographical area. Issuance of certificates should be halted for units that do not meet the conditions, with strict handling of any violations (if any) as per regulations. There should be enhanced management of partnerships for organizing foreign language proficiency tests in the locality.
Furthermore, the MoET emphasizes the selection and arrangement of competent and qualified personnel to manage diplomas and certificates effectively. Training and professional development programs regarding diploma and certificate management should be organized for officials working in this field at the Departments of Education and Training and at authorized certificate-issuing centers.
Lastly, the Ministry calls for proactive cooperation with law enforcement agencies to thoroughly investigate and handle cases of counterfeit diplomas and certificates; as well as the buying, selling, and use of fake diplomas and certificates in the area, in accordance with legal regulations.
